Job Purpose
The Director of Commercial Tendering and Contracts at DACO will lead and manage all functions related to commercial tendering and contract management, ensuring the organization adheres to regulatory requirements and maintains high standards of commercial and compliance practices. This role involves developing tender strategies, coordinating the preparation of tender documents, overseeing the evaluation process, and managing awarded commercial contracts.
Position Accountability Description
Strategic Leadership:
1. Develop and implement commercial tender strategies that align with DACO’s vision, mission, and strategic goals.
2. Manage the coordination of commercial tendering initiatives to ensure alignment with organizational objectives and regulatory requirements.
3. Establish and monitor key performance indicators (KPIs) to measure the effectiveness of commercial tendering and contract operations and drive continuous improvement, revenue enhancement and cost recovery / value for money.
Operational Excellence:
4. Lead the pre-approval of tenders according to the commercial development plan.
5. Manage the collaboration between Commercial and Procurement, Tendering & Contracts for all commercial contracts.
6. Supervise the preparation of tender documents and establish evaluation criteria with weightings for prequalification/tender proposal.
7. Ensure business requirements are captured in RFP drafts and reviewed by Commercial Directors.
8. Oversee all aspects of awarded commercial contracts, ensuring compliance with SLAs and quality standards.
9. Resolve performance issues and discrepancies, coordinating with Legal for contractual notifications and dispute resolution.
Stakeholder Management:
10. Build and maintain strong relationships with internal and external stakeholders, including regulatory authorities and industry partners.
11. Communicate effectively with various departments to ensure the implementation of commercial tendering, contract practices and internal alignment.
12. Coordinate with Procurement, Tendering & Contracts to ensure only qualified contractors/partners participate in the RFP process.
13. Participate in stakeholder review meetings to assess partner performance and ensure continuous improvement and overall contractual delivery
Team Leadership and Development:
14. Provide guidance and mentorship to the commercial tendering and contracts team, fostering a culture of excellence, accountability, and continuous improvement.
15. Develop training programs to enhance the skills and knowledge of the commercial tendering and contracts team.
16. Set clear performance expectations, provide regular feedback, and support team members to meet their objectives.
Financial Management:
17. Assist in developing and managing the budget for the commercial tendering and contracts department, ensuring efficient allocation of resources.
18. Monitor financial performance, identify cost-saving opportunities, and implement measures to achieve financial targets.
19. Prepare budget reports for review by senior management, providing insights and recommendations for financial planning in commercial tendering and contracts.
Risk and Compliance Management
20. Ensure compliance with all regulatory requirements and industry standards related to commercial tendering and contracts.
21. Develop and implement strategies to mitigate risks associated with commercial operations and ensure effective contract management.
22. Monitor trends and external factors related to commercial tendering that may impact DACO’s risk profile, providing relevant information to risk owners and executive management.
23. Maintain ongoing vigilance over commercial tendering and contract-related matters, consistently reviewing and addressing compliance issues, deviations, and potential risks.
Innovation and Continuous Improvement:
24. Drive innovation in commercial tendering and contract practices through the adoption of new technologies and best practices.
25. Continuously assess and improve processes to enhance efficiency and effectiveness.
26. Encourage a culture of continuous improvement, actively seeking feedback and implementing ideas for enhancement.
