Job Purpose

 

Manage and optimize the planning, performance, and compliance of fire and rescue services. Ensure effective emergency preparedness and response while aligning departmental objectives with organizational goals and standards. Drive continuous improvement in operational efficiency, resource utilization, and service quality to safeguard lives, property, and the environment. Foster a culture of safety, collaboration, and excellence within the fire and rescue services team.

 

Position Accountability Description

 

Strategic Leadership

  1. Manage the development and implementation of the department's key objectives, ensuring alignment with organizational goals, identifying gaps in service performance, and driving the creation and execution of corrective action plans to address these gaps.
  2. Lead the formulation, updating, and implementation of emergency plan documents for KFIA and other airports, ensuring compliance with GACAR and other required standards, and managing the emergency exercises program, including tabletop, partial, and full-scale exercises.
  3. Align closely with the Fire and Rescue Services Director and Managers, integrating all aspects of the performance management and governance framework, and conducting regular reviews and impact evaluations to continuously improve the performance and effectiveness of fire and rescue services at KFIA and other airports.

Operational Excellence

  1. Develop and implement strategic initiatives that enhance the overall effectiveness and efficiency of the department.
  2. Cooperate and coordinate with the KFIA-AEP involved agencies to improve emergency response through workshops and emergency exercises.
  3. Ensure the availability of logistical requirements to deal with emergencies such as PCP, MCP, and survival passenger holding areas.
  4. Evaluate emergency response and make recommendations to improve KFIA-AEP procedures.
  5. Manage daily operations by overseeing team activities, resolving issues, and ensuring adherence to policies, maintaining smooth and efficient departmental functioning.
  6. Implement process improvements by analyzing current practices, identifying inefficiencies, and applying best practices, resulting in increased productivity and reduced costs.
  7. Control the monitoring and evaluation of the performance of fire and rescue services, using qualitative and quantitative measures to assess effectiveness in saving lives, protecting property, and preserving the environment, and developing strategies and operational plans based on risk management and data analysis.
  8. Ensure the effective implementation of operational plans to meet service delivery requirements and organizational objectives.

Financial Management

  1. Control the unit’s budgets by monitoring expenditures, identifying cost-saving opportunities, and making necessary adjustments, ensuring financial accountability and resource optimization.
  2. Oversee financial planning and budgeting processes to ensure the department operates within its financial means.
  3. Identify and pursue funding opportunities to support departmental initiatives and enhance service delivery.

Risk and Compliance Management

  1. Guide the review and revision of KFIA-AEP, FRS plans, programs, and procedures, ensuring continuous improvement by incorporating lessons learned from both exercises and real emergencies into operational practices.
  2. Ensure compliance with all relevant regulations, standards, and guidelines to mitigate risks and enhance operational effectiveness.
  3. Develop and maintain comprehensive risk management strategies to address potential threats to service continuity and safety.
  4. Develop and maintain the KFIA-AEP exercise program to ensure readiness and compliance with regulatory requirements, improve emergency response capabilities, and enhance coordination between all stakeholders involved in airport emergency operations.

Stakeholder Management

  1. Foster strong relationships with internal and external stakeholders to support departmental initiatives and enhance service delivery.
  2. Represent the department in meetings with regulatory authorities, emergency services, and other key stakeholders to ensure effective communication and collaboration.
  3. Engage with community members and organizations to promote awareness and understanding of fire and rescue services.

Team Leadership and Development

  1. Track and evaluate team performance by setting clear goals, conducting regular reviews, and providing constructive feedback, driving continuous improvement and achieving high performance.
  2. Develop and implement training and development programs to enhance team skills and capabilities.
  3. Foster a positive and collaborative work environment that encourages team members to excel and achieve their full potential.
