Safety Director

Job Purpose

The Safety Director is to lead, plan, and drive HSE across the organization and foster a safe workplace culture to meet business needs. To develop and deliver HSE strategic plans for the organization; identify value creation opportunities and manage key risks. Ensuring airport management and operation adherence to all Safety, while minimizing safety incidences and ‘near miss’ incidences within Dammam Airports Company.

Duties and Responsibilities

• Develop and implement the HSE strategy and high-level annual plans for the entire business.
• Assist in the continuing development of integrated management systems in line with established certification standards across the organization regarding environmental and health & safety management. This would include providing support to the ongoing review of established occupational safety), aviation, and environmental management systems (EMS).
• Ensuring Management of Change (MOC) assessment implementation and governance.
• Provide leadership and vision to manage the HSE responsibilities in the best interest of its shareholders and other stakeholders.
• Warrant the HSE systems for staff and management training and coaching to develop a safety culture.
• Monitor the operational performance of the department against the approved targets and KPIs.
• ·Assign individual objectives of direct reports, in conjunction and aligned with the approved KPIs, and periodically evaluate their performance in a fair, transparent, and objective manner in accordance with Dammam Airports Company and Employee Performance Management procedures.
• Keep up to date with developments in the HSE field including legislation, regulations, guidelines, and best practices.
• Oversee the formulation and development of Safety procedures, processes, and workflows, and ensure its effective and systematic implementation across Dammam Airports Company, in line with Company Strategy, MATARAT policy frameworks, and national/international regulations.
• Oversee the setting of incident reporting protocols including ridder, near miss, and incidence management, ensuring the appropriate collation and analysis of Safety & Quality Assurance data, to enhance Safety & Quality Assurance policies and processes, as well as identify and report trends to the Dammam Airports Company Leadership.
• Team with all appropriate regulatory bodies, in line with MATARAT policy frameworks and national/international regulations.
• Lead the relationship with national and international regulators on issues of Safety for the airport, ensuring that Safety department employees follow up with approved amendments adopted by the International Civil Aviation Organization and GACA, and evaluate the feasibility of adopting those measures within Dammam Airports Company.
• Lead the development and dissemination of airport safety and culture awareness programs, through conducting workshops and meetings with the relevant stakeholders.
• Lead the review of structural designs for maintenance, engineering, and real estate development.
• Divisions, to identify defects that may create health, safety, and environmental risks, and ensure the proper measures are taken to mitigate risks as per the approved standards and regulations.
• Ensure that Safety policies and control processes are complied with during the planning and implementation of new airport projects.
• Ensure the preparation and maintenance of operational manuals, in conjunction with Operations and Security functions.
• Oversee the development and implementation of an appropriate occupational health regime, including regular occupational health assessments of Dammam Airports Company activities and jobs in high-risk areas, in line with MATARAT policy frameworks and national/international regulations.
• Oversee the development and implementation of an environmental inspection.
• Complies with All DACO Policies & Procedures including Safety and reporting hazards.
• Performs other related duties as assigned and any additional ad-hoc will be assigned as per work requirement.

Education

A bachelor’s degree in aviation safety management or equivalent.
